CIT is responsible for telephone service on campus. CIT is also responsible for reporting telephone line location for phones located on the campus to emergency responders, per National Emergency Number Association (NENA) E911 requirements. A phone line is defined as a phone number that can be called externally or internally from on or off campus.


To maintain E911 compliance throughout campus, telephone service will only be provided by CIT to any entity physically located and doing business on campus property. This includes any and all administrative and academic departments, student associations and external entities on campus such as contractors, renters, service providers and businesses. The policy encompasses telephone service provided through the campuses Cisco unified communications solution and through external telecommunication providers (i.e., Frontier, Windstream, Verizon, Spectrum, etc.). This policy also addresses:

  • Dual Location of a Primary Phone Line:
    NENA dictates that only one physical location can be reported per phone line. Hence, a primary line will not be installed in more than one physical location. A phone line may be added as a secondary appearance on a multi-line phone.
  • Mobile Devices Assigned with a Campus Provided Phone Number:
    Devices such as WiFi telephone handsets and soft-phones will be reported with the campus physical location of the user in the street, building and office number fields of the E911 report. The department field will contain “WiFi” to signify to emergency responders the nature of the service and to request more detailed location information from the caller when responding to an emergency call.
  • Metered Business Lines/DSL Service:
    Requests for direct outside loop (external service not through the campus private switches) phone line and DSL service must be obtained by CIT on behalf of the entity on campus requiring such service (e.g. DSL service or fire alarm lines). Recharge for such service will be included in the monthly campus telephone services bill.


Cellular phones are excluded from this policy as location information is provided directly via the cellular network at the time that the 911 call is placed.
