Whereas the meaning of Standing Rule VIII.4 is obscure, and
Whereas standard parliamentary procedure already allows even non-members to speak if consent is given by the body,
Article VIII of the College Senate Standing Rules shall be amended as follows:
VIII. ATTENDANCE AT COMMITTEE MEETINGS

4. An administrative representative to the Executive Committee may send an Administrative Senator as a substitute.
Whereas earlier Standing Rules refer to topics of discussion which are not yet motions as “issues,”
Article IX of the College Senate Standing Rules shall be amended as follows:
IX. INITIATION OF BUSINESS
1. Any Faculty member, as defined in the Faculty Constitution, may refer a matter to a Senator or to the College Senate Chair. The Senator may refer the matter in writing to the College Senate Chair for assignment to the appropriate Committee.
2. Any Faculty member may refer a problem an issue to a Chair of a Standing Committee.
a. If clearly within its province, the Committee may proceed, informing the Executive Committee of the topic and its source.
b. Doubtful areas must be cleared through the College Senate Chair.
3. Students should channel business issues through the Executive Committee of the Student Association, their representatives
Whereas making motions concerning courses and academic programs publically available online serves as sufficient notice to senators, as demonstrated by customary practice for the past several years without complaint, and
Whereas Standing Rules VI.1, IX.2, and IX.3 already allow issues to be taken up directly by the Standing Committees, even in cases that are not emergencies,

8. Curricular motions may be presented and acted upon by the body without full presentation of the wording of the motions as long as the motions are available electronically, and the link has been provided in the agenda for the meeting in the required timeframe.
9. In case of an emergency demanding immediate action by the President of the College, business may move directly to a Standing Committee or to the Executive Committee for its opinion.
Whereas advance publication of College Senate business is now expected practice for all motions, and
Whereas the proposal submission deadlines required for course implementation are now made available well in advance and in a clear fashion,

Generally, c Curricular and policy matters require must pass votes in two readings in Senate; however, curricular items (excluding program changes) can be posted on the Senate agenda for Second Reading (skipping the formality of a First Reading) if they are published in the College Senate Bulletin at least seven days before the Senate meeting at which they will be considered. (The publishing at this time is taken to constitute the First Reading).

Motion concerning the publication of minutes in the College Senate Bulletin
Whereas it is sometimes desirable to publish committee minutes before they have been approved by the committee, in order to publicize committee activity in advance of a College Senate vote, and
whereas it is important for the record to clearly distinguish these published draft minutes from approved minutes, and
whereas two articles should not have the same titles,
therefore College Senate makes the following changes to its Standing Rules, Articles IV and XI.
IV. COMMUNICATION
1. The mover of a resolution or substantive motion in the Senate shall submit a copy in writing to the Secretary to be read at the time of the vote.
2. Matters considered to be of a confidential nature may, at the discretion of the Chair and Secretary, be omitted from the published minutes.
3. All minutes published in the College Senate Bulletin shall be explicitly designated as either "Draft" or "Approved."
4. Minutes published in draft form must be republished once approved, even if no modifications were made.
XI. COMMUNICATION OF COMMITTEES
2. Secretaries of Standing Committees of the Senate
a. Each Standing Committee shall choose a member to act as Secretary for the preparation and distribution of minutes.
b. The Secretary of each Standing Committee will be responsible to see that a copy of the minutes is printed published in the College Senate Bulletin.
Whereas common methods of bringing business before College Senate have changed since the Standing Rules were last revised, and
whereas it is expected that business be made available to senators in advance of College Senate meetings, and
whereas there has been no Standing Rule article VI section 4 for at least a decade,
therefore College Senate makes the following changes to its Standing Rules, Articles VI and IX.
VI. SUBMISSION OF BUSINESS TO THE SENATE
1. To insure more adequate consideration, business issues will normally be considered in the Executive Committee or in the Standing Committees before being placed before the Senate.
2. Items of routine business should be submitted to the College Senate Chair in writing at least three days prior to the Senate meeting.
3. Matters Business items of importance, such as those requiring a vote, should be delivered to the desk of the College Senate Chair in person or through a colleague published in the College Senate Bulletin at least six days prior to the Senate meeting.
a. Such items should be delivered to the College Senate Secretary and Chair at least eight days prior to the Senate meeting.
b. Such items presented by committees should be accompanied or preceded by minutes from the meeting where the items were discussed. These minutes may be in draft form.
5 4. The usual order of business for a parliamentary group will be used.
6 5. New items of business will appear on the Senate Agenda in the order received. However, the Chair, with the consent of the Senate, may create an order of business according to the relevancy of the subjects.
7 6. Motions to consider items not on the agenda should be restricted to emergencies.
8 7. The agenda should be appropriately announced published in the College Senate Bulletin at least six days prior to a meeting.

1. Any Faculty member, as defined in the Senate University Personnel Policies Faculty Constitution, may refer a matter to a Senator or to the College Senate Chair. The Senator may refer the matter in writing to the College Senate Chair for assignment to the appropriate Committee.
